An Unnatural Disaster October 9, 2009- As the full effect of the budget cuts become known, it is clear that the MH/DD/SA community system has taken a much larger cut than anywhere else in government. We now estimate that well over 500 million dollars will leave our system when you include both the state and federal reductions. Cuts to basic core services like respite, supported employment, residential supports vocational/day services, and many more are now becoming clear. Reductions in Medicaid rates for CAP are just now being felt and the massive changes and reductions in case management, personal care and community support are next. The affect of these cuts may exceed 25% of the MH/DD/SA budget.
Individuals with developmental disabilities and their families who are committed to living in the community are being targeted while institutional services and "systems management" funds are virtually untouched. Additionally while state leaders search for jobs in far off lands and provide incentives to corporations like Dell, thousands of jobs that support North Carolina citizens are being lost.
The Plan On Wednesday, October 14th, The Arc and other organizations will begin a campaign designed to bring legislators back to fix the statewide disaster they have created. We will hold a press conference asking the Governor and Legislature to hold a special session to address the crisis at 9:00 am at the the Clarion Hotel in Raleigh. At the conclusion of the press conference, a formal request will be delivered to the governor and members of the Legislative Oversight Committee on MH/DD/SA. Following the press conference, The Legislative Oversight Committee on MH/DD/SAS is meeting at 10:00 A.M. in room 643 at the Legislative Office Building. If possible we ask that you attend the press conference and then head over to the LOC meeting. The agenda for the meeting includes topics such as the waiver and case management. If you cannot attend, we ask that on Wednesday, October 14th you send an e-mail to the Governor, the Speaker of the House and the President Pro Tem of the Senate asking them to act now before it is too late. Employment Source would like to welcome Herman Geddie aboard. Herman joins us through the Ticket to Work Program. Herman states he has a GED, and with a desire to acquire jobs that paid more money, he realized that additional training and education were required. Herman visited Fayetteville Technical Community College to see what programs they offered and how long it would take to completea program. Herman was advised by one of the counselors to call Employment Source about the ticket to work program. Herman agreed to come by to hear how he could use this ticket he had and to his surprise he had been a ticket holder for some time and was not aware of it. Herman has held several odds and end jobs over the past 6-7 years. Herman was diagnosed in 1990 with hereditary glaucoma resulting in a loss of vision. Prior to the diagnosis Herman was an Embroidery Supervisory but was forced to leave this position because of the visual problems. He attempted baking and numerous other odd jobs. His last place of employmentbefore coming to Employment Source was with Lafayette Memorial Park Cemetery where he helped with the lawn maintenance. Herman began drawing disability benefits in 1996 and indicated that he received the Ticket-to-Work in 2003 but as previously mentioned he was unaware of its purpose. When informed of the possibility of working as a switchboard operator, Herman was reluctant initially to accept the position. This fear was based on his lack of experience working on a computer combined with his visual disability. After visiting the Pope Air Force Base operation and meeting with Francine Wheeler the supervisor, Herman became excited and couldn't wait to get started. Some minor modifications were required, such as adjusting of the computer monitor and Herman wearing his corrective lenses. Herman states that he really enjoys his job which he is responsible for connecting calls for the military community all over the world. There has been much support from his supervisor and co-workers. He is very thankful and comfortable with his job. Herman says like Milk/Donuts he feels as though he belongs here and is part of one big family where everyone works together. Herman says that everyone has treated him so well sincehe has come aboard and it has been such a joy to work for Employment Source. Herman says he is ready to increase his hours and responsibilities; he sees himself advancing in the company. This job is a blessing and people are always asking him how he came about getting this job. Herman does not hesitate to recommend others to come over to Employment Source to discuss their options.

URGENT SURVEY REQUEST LMEs across the state have been provided with information on their reduction in funding as of September 8, 2009. They have been asked to provide the Division with their service's plan by October 5, 2009 for the Division's review. We need to hear from the members of NCARF to find out if your LMEs have already taken action on services or funding reduction and what this has meant to your organization. If you have already had reductions in either funding or services for the 2009/2010 year from your LME, please complete this quick survey, if you have not already done so.
We will re-survey in the next 6 weeks to further assess the impact of budget cuts throughout the state.
