Coalition Meeting Summary from 7/13/09
 
Here is a summary of the 7/13/09 Coalition meeting discussions:

* House and Senate Committee Chairs worked over the weekend to put together a reported $990 million revenue proposal.  This is roughly $300 million higher than the original House proposal, but is still about $300 million short of what is needed to avoid huge system cuts in HHS, education, and juvenile justice.

* Our new message needs to be to push another $150 million into the HHS budget.

* We should be concentrating our contacts on Insko, Earle, Nesbitt, and Purcell

* Last week the Governor made references to Education and "Core Health Services" --- we should thank her for that but ask her to be more specific about DMH/DD/SAS services

* Legislators have responded most strongly to the information about potential JOB losses....not SERVICE losses--------as we contact legislators we should emphasize the economic impact of human services job cuts and give them real examples of what will happen in our own agencies.

* As of yesterday, the Division has not released any funds to any LMEs for July payments-------we should warn our members to expect long delays in payments----remember that one of the General Assembly proposals included wiping out the LME fund balance------if they don't get paid, we won't get paid.

* Right now, some of the biggest hits will come in Case Management Services, and Level III and IV group homes (adolescent treatment facilities)-------LMEs could implement big cuts to ADVP, DDA Group Homes, Developmental Therapy, Adult Day Activity, etc. by setting hard limits on
allowed hours (i.e. from 6 or 7 hours per day of ADVP to 4 or 5), reducing rates, or only allowing one IPRS-funded service per consumer--------several agencies in both the Consortium and Coalition meetings spoke about hiring freezes and that they had already started laying off staff.

Dave (Richards from Arc of NC) seemed to feel we are running out of time------they will do ONE more continuation resolution and will push to have a budget by June 30----again, the HHS budget is still about $150 million short.

NCARF Awards Applications Deadline Extended
 
The Annual Awards Luncheon will be held October 1, 2009 in conjunction with the Annual Training Conference to recognize our members' employers and individuals working and succeeding in organizations as well as the community.

The Award Applications are availabe in the member's only section on the NCARF website. The login name is ncarf and the password is employment1 to access the member's only section. 
 
Each organization can nominate one individual per award. Please complete the applications by July 30, 2009

2009 Annual Training Conference 
 
The 2009 NCARF Annual Training Conference will be held in Winston-Salem September 30 - October 2. The Hawthorne Inn has been selected to host this event. 
 
Please Save the Date for this valuable training and networking opportunity.  The agenda is packed with fun activities starting with an NCARF Golf Tournament!  The conference will also include the Annual Awards Luncheon, Membership Meeting and evening social.

NCARF's reduced room rate is $83. This discounted room rate is available the nights of Sept 29 - Oct. 1.  Be sure to reference the North Carolina Association of Rehabilitation Facilities (NCARF) to receive the group rate. The discounted rate will be extended until Sept. 15, 2009. After this date reservations will be accepted on a space available basis and may not be eligible for this rate.
 
 
2009/2010 NCARF Membership Incentive  
 
dollar sign NCARF Leadership would like to give back to membership      during this economic downturn by initiating an incentive to     all members who renew their membership with NCARF this year. Once all membership dues have been collected, your organization will receive a "stimulus rebate check" reflecting approximately 25% of your dues paid from the previous year.

2009/2010 NCARF Membership Renewal Invoices have been emailed and mailed.  Please complete and return the application by August 31, 2009 to maintain your membership! 
 
During this economic situation it is vital we ban together and partner with NCARF.
