Backing up from the corner By Chris Fitzsimon There was a time not too long ago when North Carolina's troubled mental health system appeared to be turning the corner after years of woeful funding, ill-advised polices, and questionable leadership. That time is gone. Consider the events of the last few months. The state is preparing to close Dorothea Dix Hospital in Raleigh to save money, according to State Health and Human Services Secretary Lanier Cansler. The federal government announced recently that it is investigating North Carolina's mental health system in response to charges from the group Disability Rights that the state was illegally placing more than 6,000 people with mental illness in adult care homes.
