The troubling budget dance begins

The public debate about the state budget began this week with talk of ridiculous deadlines and more devastating cuts and most troubling of all both were met with what seemed like weary resignation by many lawmakers and much of the advocacy community.

 

House Appropriations Chair Mickey Michaux told budget writers that not only is there no money available to replace last year's cuts, but lawmakers will have to address a shortfall of as much $1.2 billion when putting next year's spending plan together. And even that may be optimistic and counts on several hundred million dollars in federal Medicaid money that's not here yet. [Read more...]

March 2010 Disability Employment Statistics Released
   
In March 2010, the percentage of people with disabilities in the labor force was 22.5. This translates into a total of 20,891,000 who are included in the civilian noninstitutional population (16 years and older) but not in the labor force. By comparison, the percentage of persons with no disability in the labor force is 70.2.

The unemployment rate for those with disabilities was 13.9 percent, compared with 10.1 percent for persons with no disability, not seasonally adjusted.

10 Employment Myths Video
    
The US Department of Justice has released a new online video for employers. Almost 20 minutes long, it is intended to debunk some of the common misconceptions around employing people with disabilities. Most of the video is focused on ADA-related considerations.

Think Beyond the Label
   
A new national campaign kicked off in February 2010. "Think Beyond The Label" will challenge employers, nation-wide, to re-think any preconceptions and to see the employment of people with disabilities in a fresh light.

Employers Looking for Great Employees Who Think Outside the Box?
 
The Oregon Business Leadership Network (OBLN) and the Oregon Business Plan are co-sponsors of Look At My Ability, a new two minute video on the largely under-tapped skilled labor pool of Oregonians with disabilities.  The video addresses the work ethic and skills represented by this labor pool.  The video was produced with a grant from the Oregon Department of Human Services by Morgali Films.

Meet the Speakers
 
Dave Richard
 
richardDave Richard has been the Executive Director for the Arc of North Carolina since 1989. 
 
The Arc of NC is a private, non-profit advocacy and service organization serving individuals with developmental disabilities and their families.  Dave Richard is responsible for the administration of the organization's policies and programs, and is accountable to the volunteer board of directors through the President.  Specific responsibilities include:
 
·        Staff and budget management
·        Government affairs advocacy
·        Consultation and advocacy with individuals and families
·        Fundraising activities
·        Grant writing activities
·        Membership development
·        Board and committee consultation
·        Public education and information activities
          Liaison with human service and community organizations

 

 
Jennifer Mahan 
 
Jennifer Mahan has worked for Mental Health Association in North Carolina since December of 2000 and currently holds the position of Director of Policy and Advocacy Initiatives, and serves as Chair of two large statewide advocacy coalitions: The Coalition, advocating for the needs of individuals with addictive disease, developmental disabilities and mental health disorders and The Covenant with North Carolina's Children, advocating for a broad range of issues affecting children and families.  Ms. Mahan has a background in consumer advocacy, information and referral programs, and human services policy focused on mental health, substance abuse, and low-income benefits programs.
 
 
Linda Harrington
 
Linda Harrington holds an MSW from the University of Illinois at Chicago and is a Licensed Clinical Social Worker in the state of North Carolina.  A native of Chicago, she worked in psychosocial rehabilitation for 13 years at Thresholds of Chicago.  During those years she served on various boards and commissions, including six years on the Board of Directors of Access Living, a Center for Independent Living, and the State Rehabilitation Council.  She has been living in Raleigh since 1999 and considers North Carolina her home now.  Linda began work at the Department of Health and Human Services in 2001 as the Program Planner/Evaluator at the Division of Services for the Deaf and the Hard of Hearing.  In January of 2002, she became the Director of that Division and in May of 2005 became the Director of the Division of Vocational Rehabilitation.  She is very excited about the programs and services that DHHS and DVRS have to offer the people of North Carolina.
