- Pursue movement from a medical to a “support” model by promoting funding of state support
grants as proposed in the Arc, CAP Tier Waiver Proposal for state services. Promote the support
model of services through IPRS periodic funding using daily and monthly reimbursement rates vs.
15 minute “treatment” rates. Promote inclusion of transportation costs into state service delivery
models.
- Advocate for study of existing and proposed service definitions and make recommendations on
appropriate utilization and implementation for state vocational/day services for age groups 16 and
older.
- Participate in DD summit hosted by DDTI to have input into recommendations for mh/dd/sa best
practices that will be presented to new administration.
- Attend LOC meetings to promote awareness of NCARF mission and concepts.
- Meet with Verla Insko to discuss numbers and to educate her on the lack of adequate funding for
DD state services. Currently, it appears as if there is confusion between CAP Tier and state DD
services are the fact that DD state services are not adequately funded.
- Have voice within Coalition and continue to advocate for increased LTVS dollars for all mh/dd/sa
clients.
- Promote integration of service dollars across divisions to provide effective, seamless delivery of
supported employment and long term follow-up for non-waiver service recipients.
- Encourage policy makers to evaluate how different state divisions portray that employment is the
main objective and then other vocational/day services follow. Promote “Employment First”
manifesto.
- CAP MR/DD waiver implementation issues …. Acquire and distribute copies of new service
definitions, trainings (when & where), and accreditation (by organization or discreet service).
2007 NCARF Legislative Agenda
- Support the Legislative Oversight Committee's recommendation to increase funding for Supported Employment. NCARF will work to increase the proposed funding from $1.5 million to $7 million. In addition, NCARF will work to change the language to ensure that the funds go to pay for Supported Employment Long-term Support for the DD/MH populations.
- Support the Legislative Oversight Committee's recommendation to implement an annual 2% inflationary increase for all MH/DD/SA state funded services.
